I would like to see how you did this. I wanted to attempt the same thing, but I have no idea how. XD

In MMD you can’t IK to bones in other objects, so you would have to put the tentacles in the same pmd/pmx file as your girl and then use her arms and legs as IK targets. I tried to do this in pmd editor once, but only managed to have the tentacles point at the parts they should be grabbing. In Blender it’s a lot easier, because you can select literally anything in your scene as an IK target and dynamically turn IK bones on and off. In this video I put multiple IK targets around her arms and legs and parented them to the corresponding arm/leg bone. These targets basically define where the tentacle should start touching her and how it should wrap around her. The tentacle itself has the same amount of IK bones as there are targets. When they are wrapping around her in the beginning all those IK bones are sequentially activated, starting from behind and moving towards the tip. After this they just follow her movements. Yes, she is dragging the tentacles around, not the other way around XDD

Yes, it is. Actually "Blender Render" is the name of the old Render engine, though most people seem to prefer to call it "Blender Internal".
