MMD uses a physics engine which accounts for gravity which is applied to all physics objects. This value is normally 9.8 along the negative y axis because that's the actual acceleration due to gravity of objects on Earth's surface, however it's not necessary to use this value in your animations. Under physical operations menu -> gravity settings you can change the power and direction of the force of gravity. As of the time writing this there's no way to make gravity different for each object. I don't know which version it was added in, but the newest version of MMD should have the ability to set keyframes for the gravity setting, letting you turn on/off the wind and make it stronger/weaker whenever you see fit. Note that the gravity setting doesn't change in model mode of MMD, just camera mode, so make sure you're testing the strength and changes in camera mode.
