Encoding and Streaming performance updates

12 new servers were added and we have moved everything away from a problematic datacenter to improve streaming quality.

New encoding system is now in place since 4.7.2017, here are current bitrate limits:
Framerate 30:
1500 below 400p
3000 above 400p
4500 above 650p
7500 above 950p
11500 above 1300p
17000 above 1900p

Framerate 60 and above:
2100 below 400p
4200 above 400p
6300 above 650p
10500 above 950p
16100 above 1300p
23800 above 1900p

Allowed codecs:
Video h264 (libx264)
Audio aac

Because of this encoding update, we are re-encoding backlog as needed and there may be few hours delay in new videos that do not meet bitrate limit and needs re-encoding.

With those bitrates, I would recommend uploading at 720p/60 FPS for sure.

It should be pretty easy to do, you don't even need to reencode anything, just rearrange container a bit.
