Best mp4 converter

What's the best mp4 converting program that I can convert the output AVIs from MMD to an MP4 format that can get smaller file sizes without sacrificing quality? Some of my more recent videos turned out to exceed the site's file-size limit.

It's not so much about the programs but about the codec. Typical converters should work the same way.
For me, I use Wondershare Converter. Rendering in raw AVI may be a bad idea, try using some UV codecs: https://www.videohelp.com/software/Ut-Video-Codec-Suite
There's really no way to account for quality loss unless you study about optimization math for data science, the best you can go for in the second round of converting is H265 and that is basically that. The software don't really provide anything besides a medium between a video and the codec.
The best advice I can give you is to reduce the effects used in your videos. These effects are not very optimized when rendered as they are not built into the software and was not meant for the mmd software.

On the notes of optimization for mmd videos, I believe through some heavy linear algebra and matrix data optimization, rendering through mmd will achieve a smaller file size. But that's me doing it in 4 years when I'm in graduate school.

who knows, you should try several programs and decide what works best for you. I am useing "AVC Any video converter" its fast, you can choose the file size and you can create a que to convert many videos. I am useing the freeware Avidemux to make the filesize suitable for iwara. when i choose 270 mb the output file is gonna be something between 270-290mb, the program is handling mp4 files at best. you should convert your AVI clip into mp4 before useing Avidemux.

Lets you choose literally everything from resolution, audio bitrate, video bitrate, CRF, framerate, length taken from input file, you name it

XMedia Recode works very well, and it is free.

I just tried XMedia Recode and it works perfectly!! I just converted my recent video and it came out at 118 MB with amazing quality (I could even go higher with the quality). Thanks for that! :)

I did try your other guys' suggestions but I got errors or a program would just crash on me. It could be just my laptop specs or the way I rendered my video. But anyways thanks for your answers guys! :)
